Dean Daniel Kelsie, a Hells Angels hitman serving a life sentence for the 2000 murder of Sean Simmons, has unsuccessfully appealed the revocation of his day parole, which was rescinded due to his intimidating behavior towards other inmates at a Quebec halfway house. Kelsie argued that the Parole Board of Canada unduly prioritized victim statements over his own during the decision-making process. Despite his claims of personal change and efforts to manage his behavior, the board maintained that he demonstrated a lack of insight and adjustment. The Appeal Division upheld the revocation, confirming that the board considered both positive and negative information in its assessment.
