M23 rebels killed 140 civilians despite peace process, Human Rights Watch says

M23 rebels killed at least 140 people in eastern Democratic Republic of Congo last month, despite ongoing peace efforts, with Human Rights Watch reporting summary executions of local residents, including women and children.
