A federal appeals panel has limited President Trump’s efforts to close the U.S. asylum system, ruling that his administration cannot unilaterally suspend laws protecting migrants from deportation to places where they face persecution. While allowing some aspects of Trump’s proclamation to remain, the judges emphasized that migrants must still have access to mandatory humanitarian protections under U.S. law.
