A temporary restraining order by U.S. District Judge Andrew Carter blocked the Trump administration from shutting down the program, which has bipartisan funding support, as lawmakers criticize the move as illegal and harmful to students. The situation has left many students, including those in L.A., without housing and disrupted their paths to graduation and certification.
