One year after the Trans Mountain Pipeline expansion, why isn't it full?

The Canadian oilpatch has welcomed the newly expanded Trans Mountain Pipeline, which provides a quicker route to West Coast and international markets, a long-standing request. However, a year after its expansion, the pipeline is not operating at full capacity, raising questions about its efficiency. Despite this, the CEO of the Crown corporation remains optimistic, asserting that the current capacity issues do not pose a significant concern.
