An investigation by the Independent Police Conduct Authority revealed that an on-duty police officer engaged in sexual activity with a civilian and improperly accessed her information. The inquiry focused on Officer A and Officer B, who had inappropriate interactions with the woman after a routine traffic stop while they were on duty.
