A 2-year-old girl and her mother have died two days after being injured in a car-ramming attack on a labor union demonstration in Munich. A 24-year-old Afghan man arrested after the attack is believed to have had an Islamic extremist motive, but no ties to any radical network. The incident, the latest in a series of attacks involving immigrants, has heightened the issue of migration in Germany’s upcoming election on Feb. 23.
