Lawmakers in both houses of the Russian parliament have already approved the plans, as Moscow seeks to prevail in the ongoing war in Ukraine, Europe’s biggest conflict since World War II. The war has drained resources on both sides, with Russia gradually pushing Ukrainian troops backward in eastern areas, while casualties continue to rise, including three deaths in Kherson from a Russian drone strike and 24 wounded in Dnipro from a missile strike.
