North Korea is expanding the February 11 plant, located in the Ryongsong Machine Complex in Hamhung, to produce the Hwasong-11 class of solid-fuel ballistic missiles, known as KN-23 in the West. Researchers at a U.S.-based think tank have concluded, based on satellite images, that this facility assembles short-range missiles used by Russia in Ukraine. Both Moscow and Pyongyang deny any transfer of weapons for Russia’s use against Ukraine, despite their mutual defense treaty signed in June and pledge to boost military ties.
